Terms of Sale and Use

Terms for Passdoc, an independent catalogue of over 15,000 official forms: access, downloads, trial, subscription, liability and Maltese law.

1. Passdoc is a private service, not an administration

Passdoc is a private commercial service operated by Clicdoc Library Limited (C 116386). It is not a government body, not a public administration, and not affiliated with, endorsed by or acting for any authority that issues the forms listed in its catalogue.

Passdoc files nothing on a customer's behalf. It does not lodge or forward any form to an administration, does not handle applications, does not issue official documents, and takes no part in any decision on a file. After a Download, every step in front of the authority belongs to the customer.

Most documents in the Catalogue can also be obtained directly from the authority that issues them, often free of charge.

3. What these terms cover, and when they bind

These terms of sale and use govern access to passdoc.com and to the catalogue of more than 15,000 official forms and administrative documents that Passdoc indexes by country and by procedure.

Delivery is online and nothing else. Passdoc carries out no printing, no enveloping, no franking and no postal or courier dispatch, and transmits no document to any administration.

The catalogue is reachable from 180 countries and published in 40 languages. Where a translation of these terms diverges from the English one, the English text governs.

Use of passdoc.com is acceptance of these terms in full. Passdoc may amend them; the version binding an order is the one published when that order is placed.

A change to the subscription price is announced one month before it takes effect. A customer who declines the new price may cancel before that date.


4. Definitions

Customer
Any individual or company using the service, whether as a consumer or in the course of business.
Account
The private, password-protected area of passdoc.com holding the Catalogue, the billing settings and the Download history.
Catalogue
The indexed collection of forms and administrative documents published on passdoc.com, with the guidance sheets written for them.
Form
A single official or administrative document held in the Catalogue, in the version Passdoc holds for the country concerned.
Download
The act of retrieving a Form file from the Catalogue, in the state that file stands at that moment.
Trial Offer
The paid access period of 48 hours that runs before the monthly subscription starts.
Issuing Authority
The ministry, agency, registry or court that creates a Form and receives it once completed. Issuing Authorities are third parties to this contract.

5. Access to the Catalogue

An active subscription opens the following to an Account:

  • search across the whole Catalogue by country, authority and procedure;
  • a fillable version of each Form, with its guidance sheet;
  • Download in the file formats offered for that Form;
  • a dated history of every Download made from the Account.

The Catalogue is open around the clock, apart from maintenance, technical incidents and events beyond the control of Passdoc. Access may be interrupted without warning and without compensation.

Order records and Download logs are kept for a minimum of twelve (12) months. The Account history is binding between the parties as to what was retrieved and when.

A Download is an ordinary file transfer. It is not a certified, timestamped or authenticated transmission, the service is not a qualified trust service within the meaning of Regulation (EU) No 910/2014 (eIDAS), and a downloaded Form carries no evidential status conferred by Passdoc.


6. What a Download entitles the Customer to do

Each Download is licensed for the Customer's own use, personal or internal to their business. The licence is personal, non-transferable and non-commercial.

  • Permitted: completing, printing, storing and lodging a downloaded Form for a procedure of the Customer's own household or company.
  • Not permitted: resale, rental, sublicensing or any distribution of Forms, guidance sheets or extracts of the Catalogue.
  • Not permitted: republication of Catalogue material on another site, in a directory, or inside any product offered to third parties.
  • Not permitted: bulk harvesting of the Catalogue by scraping, mass export, or any equivalent automated technique.

Confirming a Download closes that transaction. It cannot afterwards be undone, cancelled or reversed.

Before use, the Customer verifies the country, the procedure, the version and every entry made in a Form. Errors in the data entered, in the choice of Form, or in the office to which it is sent rest with the Customer.


7. Currency of the Catalogue, and the absence of advice

Official forms change without warning. Passdoc watches its sources and updates the Catalogue, but does not warrant that a Form is the version an Issuing Authority will accept on the day it is filed.

The Catalogue, the guidance sheets and any automated assistance are supplied as is. No warranty is given as to completeness, legal conformity, fitness for a particular procedure, or performance.

Nothing published on passdoc.com is legal, tax, immigration or accounting advice. Text produced by automated assistance is generated by software and is not reviewed by a lawyer. The Customer alone answers for what a Form contains and for how it is used.

An Issuing Authority decides alone whether to accept a file and how long it takes. Handling times published on passdoc.com, both for major jurisdictions and the longer ones noted elsewhere, are observed averages and not contractual undertakings. Where a third party grants compensation for its own failure, the liability of Passdoc goes no further than that sum.


8. Account rules

An Account is required before any Download.

  • Login details are strictly personal and confidential. Activity carried out with them is attributed to the Account holder.
  • The Customer keeps Account details accurate and current, including the billing address used for tax purposes.
  • Passdoc may suspend or close an Account where there is fraud, unpaid sums, or breach of these terms.

9. Prohibited use and compliance screening

The Customer observes the law of their own country and of the country of the Issuing Authority, in particular the rules on personal data and communications. The following are barred:

  • unlawful, defamatory, obscene, hateful or discriminatory material;
  • falsified or counterfeit documents, and altered Forms presented as genuine official documents;
  • use of the Catalogue or of the Account to circulate unsolicited commercial messages;
  • entering confidential or personal information about third parties without their authorisation;
  • any use that breaches an embargo or an international sanctions regime.

Passdoc runs anti-fraud and compliance screening, including KYC and AML checks. Content or activity caught by them may be blocked or deleted and the Account suspended at once, with no refund.


10. Prices, taxes and payment

Prices are stated in euros; amounts shown in other currencies are indicative. Tax is applied according to where the Customer is located: local VAT, the EU One Stop Shop regime where it applies, and the duties owed under Maltese rules.

A subscription buys access to the Catalogue and the software around it. Fees charged by an Issuing Authority are not included and are never collected by Passdoc.

Payment is by bank card only, processed by Passdoc.com. A subscription authorises recurring card debits. Where a debit fails, Passdoc may suspend Account access until payment succeeds. Invoice queries go to [email protected].

How to cancelAt any moment, from the Account

At checkout the Customer confirms, expressly and irrevocably:

"I take the 48-hour offer at £0.79 and I authorise a debit of £43.12 per month once those 48 hours have elapsed, with no commitment period and cancellable whenever I choose."

Cancellation stops the next renewal and bites at the close of the period already paid for. The Catalogue stays open until then.

A period that has started is owed in full. Sums already debited are not returned, and no refund arises for Catalogue access already opened or Forms already downloaded.


12. Right of withdrawal

Consumers in the EU and the EEA

Before validating the order, the Customer states that the service is to begin at once, without waiting out the period of fourteen (14) days laid down by Article L.221-18 of the Consumer Code.

By ticking the box provided at checkout, the Customer waives the right of withdrawal, expressly and irrevocably, under Article L.221-25 of the Consumer Code, and receives immediate access in exchange.

Opening the Catalogue and generating a Form for Download are fully executed at the instant access is granted. Once that has happened, no refund may be claimed, in whole or in part.

Business customers

No right of withdrawal applies.


13. Ending the contract

The Customer ends the contract by cancelling the subscription from the Account. Cancellation bites once the paid period runs out.

Passdoc may suspend or close an Account for fraud, unpaid sums, abuse of the Catalogue, breach of the law or breach of these terms. The period under way remains due and is not refunded.

Closure ends Catalogue access. Forms already downloaded may be kept and used within the limits of the licence in section 6.


14. Limits of liability

The service is furnished as is. Passdoc owes an obligation of means over the availability of passdoc.com and the upkeep of the Catalogue.

Total liability, all claims taken together, is capped at the sums paid by the Customer during the twelve (12) months preceding the claim, subject to a floor of one hundred euros (EUR 100).

Indirect loss is excluded, in particular lost turnover, lost opportunity, damage to reputation, and loss or corruption of data.

Passdoc answers neither for the decision of an Issuing Authority, nor for a refusal, delay or return caused by a Form the Customer completed or lodged, nor for the acts of the host or the payment processor.

Nothing in this section removes liability that mandatory consumer law forbids a trader to exclude.


15. Intellectual property

The Catalogue as a compilation, its indexing and databases, the guidance sheets, the interface, the Passdoc name and its logos belong to Clicdoc Library Limited (C 116386) or are used under licence. Reproduction, extraction or reuse of a substantial part of the databases, and republication in any form, need prior written permission.

Official forms are public documents. Their text is the work of the Issuing Authority publishing them, and Passdoc asserts no ownership over it. What is protected here is the collection built around them: sourcing, version tracking, classification, conversion into fillable files, and the material written to explain each Form.

The licence granted to a Customer lasts as long as the subscription and confers no right of reproduction, extraction or republication beyond the uses listed in section 6.


16. Personal data

Personal data is handled as described in the Privacy Policy published on passdoc.com, under the GDPR and the applicable PDPL.

Passdoc applies security measures suited to the risk and retains documents held in an Account for the duration of the subscription. Data questions and requests to exercise a right go to [email protected].


17. Governing law and courts

The law of Malta governs these terms.

The courts of Malta have exclusive jurisdiction, save for any mandatory provision that entitles a consumer to bring or defend proceedings elsewhere.
